Análisis de la ejecución del gasto por categoría presupuestal de la Región Policial Loreto, período 2018 – 2022

Abstract

The National Police of Peru is a State institution whose mission is to guarantee, maintain and restore internal order, provide protection and help to people and the community, for which it requires the provision of logistical resources that allow it to fulfill this public purpose. Under this context, this thesis was carried out with the objective of determining the level of execution of the expenditure accrued by budget category of the Loreto Police Region during the period 2018 - 2022. Thus, the following Quantitative type investigation was carried out, level Correlational and Non-Experimental design. The investigation concludes that the level of expenditure execution of the Loreto Police Region, during the period 2018 - 2022, had an increasing behavior during the last four years, with the average expenditure of the five years under study being S/ 9,367,538.60 million, with an average growth rate of 4.32% per year. Likewise, the budget category with the highest expenditure execution was allocated mainly to Current Expenses (98.71% of the total accrued), specifying that it does not affect payroll expenses (active and laid-off personnel) or interest payments on the public debt for this executing unit. ; Therefore, the expense has only been concentrated in the sub-categories “Contracting Services” with an amount of S/ 29,856,907.00 million (64.61%) and “Purchase of Goods” with an amount of S/ 16,355,878.00 million (35.39%).

La Policía Nacional del Perú es un organismo del estado encargado de garantizar, mantener y restablecer el orden interno, así como de ofrecer seguridad y ayuda tanto a las personas como a la comunidad. Para llevar a cabo su mandato público, la policía necesita recursos logísticos. En vista de ello, el objetivo primordial de la presente tesis fue conocer el grado de ejecución de los gastos devengados del 2018 al 2022 en los rubros presupuestales de la Región Policial Loreto. De esta manera se llevó a cabo la presente investigación de tipo Cuantitativo, nivel Correlacional y de diseño No Experimental. La investigación concluye que el nivel de ejecución del gasto de la Región Policial Loreto, durante el periodo 2018 – 2022, tuvo un comportamiento creciente durante el último cuatrienio, siendo el gasto promedio de los cinco años en estudio fue de S/ 9,367,538.60 millones, con una tasa de crecimiento promedio del 4.32% por año. Asimismo, la categoría presupuestal de mayor ejecución de gasto se destinó principalmente a Gastos Corrientes (98.71% del total devengado), precisándose que no afecta a gastos en planilla (personal activo y cesante) o pagos de intereses de la deuda pública para esta unidad ejecutora; por lo que el gasto sólo se ha concentrado en las categorías “Contratación de Servicios” con un monto de S/ 29,856,907.00 millones (64.61%) y “Compra de Bienes” con un monto de S/ 16,355,878.00 millones (35.39%).
