Análisis de la recaudación de arbitrios y su relación con la prestación del servicio de limpieza pública en la localidad de Tamshiyacu, año 2010

Abstract

Dentro de los servicios públicos que brinda la Municipalidad Distrital de Fernando Lores esta la limpieza pública, que consta de: recojo de basura, barrido de calles, y arreglo y mantenimiento de parques y jardines. Pero, para poder hacerla efectiva se requiere de recursos, cobrándose con tal propósito los arbitrios municipales. Sin embargo, la población beneficiaria no cumple con pagar oportunamente haciendo que se carezca de recursos económicos para poder ejecutarlo de manera eficiente y en el momento debido. Al investigar por qué no cumplen con el pago, una gran mayoría manifestó que no se les informó adecuadamente y desconocían que tenían que cumplir con esta obligación. El objetivo de la presente tesis magistral fue analizar la relación existente entre la recaudación de arbitrios y la prestación del servicio de limpieza pública en la localidad de Tamshiyacu, durante el año 2010. Para ello, se llevó a cabo la presente investigación de tipo Correlacional y de diseño No Experimental, analizando la significancia estadística y la determinación de las Variable Independiente (recaudación de arbitrios) en la Variable Dependiente (servicio de limpieza pública). Luego del análisis y discusión de los resultados, se pudo comprobar que la recaudación de arbitrios no determina la prestación del servicio de limpieza pública. Asimismo, la falta de información sí determina que los pobladores beneficiarios no paguen el arbitrio municipal, de acuerdo a lo respondido por el 82.40% del total de encuestados. Cabe destacar que el 98.50% de los pobladores de la localidad de Tamshiyacu perciben el servicio de limpieza pública pero no pagan los arbitrios municipales.

Among the public services provided by the Municipality of Fernando Lores is the public cleaning, which consists of: garbage collection, street sweeping, and maintenance of parks and gardens. But, in order to make it effective, resources are required, collecting municipal taxes for this purpose. However, the beneficiary population does not comply with timely payments, making them lack the economic resources to be able to execute them efficiently and in a timely manner. When investigating why they did not comply with the payment, a large majority stated that they were not properly informed and were unaware that they had to comply with this obligation. The objective of this master thesis was to analyze the relationship between the collection of taxes and the provision of the public cleaning service in the town of Tamshiyacu during the year 2010. For this purpose, the present investigation was carried out in a Correlational and Non-Experimental design, analyzing the statistical significance and determination of the Independent Variable (tax collection) in the Dependent Variable (public cleaning service). After the analysis and discussion of the results, it was verified that the collection of taxes does not determine the provision of the public cleaning service. Likewise, the lack of information does determine that the beneficiary settlers do not pay the municipal tax, according to the answer of 82.40% of the total of respondents. It is noteworthy that 98.50% of the population of the locality of Tamshiyacu perceive the public cleaning service but do not pay the municipal taxes.
