Estudio de políticas públicas aplicadas en la explotación de canteras de arena en la carretera Iquitos - Nauta - 2018

Abstract
El trabajo se desarrolló en la carretera Iquitos – Nauta, limita al norte con el distrito
de Iquitos y Belén, al sur con la provincia de Nauta, al este con el Río Itaya y al
oeste con el Río Nanay. Teniendo 92 kilómetros de longitud. Con el objetivo de
demostrar el nivel de aplicación de las políticas públicas para la explotación de
canteras en la carretera Iquitos-Nauta. El diseño que se empleó fue el descriptivo
correlacional. La población estuvo constituida por 11 canteras de arena, ubicadas
entre los km 10 al 25. La muestra fue el total de la población 11 canteras de arena.
Con los resultados se llegó a las siguientes conclusiones: De los 11 encuestados el
45,5% (5 de ellos) poseen licencia de funcionamiento, el material de explotación es
la arena blanca, la mayoría de las canteras ubicadas entre el km 10 al 25 son de
propiedad privada; solo una es de propiedad comunal; la frecuencia de explotación
diaria es de 5 a 6 veces y respecto a los conflictos sociales actualmente si existen
así lo confirman el 54,5% (6 encuestados). Entre las normativas se encuentra la
Constitución Política del Perú de (1993), Código Penal (1991); Ley 27446, Sistema
Nacional de Evaluación del Impacto Ambiental; Ley Orgánica de Aprovechamiento
de los Recursos Naturales: Ley Nº 26821 del (26-06-97); Decreto Supremo Nº 020-
94-MTC; D.S. Nº 037-96-EM, del (25-11-1996); Ley Nº 28221 del (11-05-2004); Ley
N° 27972 (06-05-2003); MINAM (2012). Para la explotación de canteras referente a
la dimensión social el propietario debería de contar con requisitos como: Licencia
de funcionamiento, pago de rentas Municipales, permiso de explotación de
minerales, permiso de transporte, tenencia de la cantera, volumen de reserva,
tiempo de vida de la cantera, frecuencia de explotación y conservación de la
cantera. Referente a la dimensión ambiental debe tener en cuenta: la
contaminación del aire, erosión del suelo, contaminación del agua, perdida de la
vegetación, desvió y secado de pozos, quebradas, manantiales y la generación de
ruido, etc. Referente a la Hipótesis investigación planteada en el presente trabajo
esta es Aceptada, debido que estas aplicaciones de las políticas públicas son
mínimas en las explotaciones de las canteras en la carretera Iquitos-Nauta.

Nº 037-96-em, of the (25-11- 1996); law Nº 28221 of the (11-05-2004); law N° 27972 (06-05-2003); MINAM (2012). for the exploitation of quarries with respect to the social dimension the proprietor should have requirements like: operation license, payment of municipal rents, permission of exploitation of minerals, permission of transport, holding of the quarry, reservation volume, time of life of the quarry, frequency of exploitation and conservation of the quarry. with respect to the environmental dimension he/she should keep in mind: the contamination of the air, erosion of the floor, contamination of the water, lost of the vegetation, it deviated and drying of wells, gulches, springs and the generation of noise, etc. with respect to the hypothesis investigation outlined work presently this it is accepted, due that these applications of the public politicians are minimum in the exploitations of the quarries in the highway Iquitos-Nauta.
