Infracciones ambientales y mecanismos sancionadores en la población del municipio de Nauta - 2022

Abstract

The research was carried out with the population of the city of Nauta, province of Loreto, Loreto region, with the purpose of identifying and visualizing the environmental infractions and the sanctioning mechanisms applied. It is a quantitative investigation of the non-experimental, descriptive, analytical, horizontal type. Secondary information from the records of environmental infractions and administrative sanctions of the Environmental Management Unit of the Municipality of Loreto-Nauta was used. The population is made up of 100 percent of the inhabitants of the city of Nauta and the representative sample was determined by natural or legal persons who register environmental violations during the years from 2018 to 2022. The information was processed with the Excel Software. The hypothesis test was carried out using the Pearson Chi Square Test, using the SPSS 26 software. The types of environmental infractions present during the evaluation period are: presence of bad odors, presence of dust, gases and smoke, inadequate latrines, inadequate drainage, visual contamination, noise and inadequate management of solid waste, the last two environmental infractions are the more numerous, both are emerging due to the increase in the number of vehicles and the activities of the tertiary sector in the city of Nauta. The level of seriousness of environmental infractions tends to show variations, in light level infractions these decrease year after year, on the other hand, serious level environmental infractions remain almost constant, while very serious level infractions increase. year after year. It is concluded that the Environmental Inspection and the application of sanctioning mechanisms is not decreasing the environmental infractions in the population of the Municipality of Nauta.

La investigación se desarrolló con la población de la ciudad de Nauta, provincia de Loreto, región Loreto, con el propósito de identificar y visualizar las infracciones ambientales y los mecanismos sancionadores aplicados. Es una investigación cuantitativa del tipo no experimental, descriptivo, analítico, horizontal. Se utilizó información secundaria de los registros de las infracciones ambientales y sanciones administrativas de la Unidad de Gestión Ambiental de la Municipalidad de Loreto- Nauta. La población está conformada por el 100 por ciento de los pobladores de la ciudad de Nauta y la muestra representativa estuvo determinada por las personas naturales o jurídicas que registran infracciones ambientales durante los años del 2018 al 2022. La información se procesó con el Software Excel. Se realizó la prueba de hipótesis mediante la Prueba de Chi Cuadrado de Pearson, utilizándose el software SPSS 26. Los tipos de infracciones ambientales presentes durante el periodo de evaluación son: presencia de malos olores, presencia de polvo, gases y humo, letrinas inadecuadas, desagües inadecuados, contaminación visual, ruido y gestión inadecuada de residuos sólidos, las dos últimas infracciones ambientales son las más numerosas, ambas son emergente por el incremento del parque automotor y las actividades del sector terciario en la ciudad de Nauta. El nivel de gravedad de las infracciones ambientales tiende a mostrar variaciones, en las infracciones del nivel leve estos disminuyen año tras año, por su lado las infracciones ambientales del nivel grave éstas se mantienen casi constantes, mientras que las infracciones de nivel muy grave se incrementan año tras año. Se concluye que la Fiscalización Ambiental y la aplicación de mecanismos sancionadores no está disminuyendo las infracciones ambientales en la población de la Municipalidad de Nauta.
