Presupuesto de prestaciones de servicio de sepelio y su relación con el presupuesto total del Sistema Integrado de Salud a nivel región Loreto periodo 2020 -2024

Abstract

The persistent gaps in the planning, allocation, and execution of the Comprehensive Health Insurance (SIS) budget, especially regarding funeral benefits in vulnerable regions like Loreto, compromise the timeliness, accessibility, and equity of this social benefit, weakening its capacity to respond to the economic and territorial needs of the most disadvantaged families. Therefore, this research aims to determine the relationship between the budget allocated to funeral services and the total budget of the Integrated Health System in the Loreto region during the period 2020–2024. A quantitative, longitudinal, and non-experimental design was employed, including all budgetary data for funeral services and the SIS as the study population. This research concludes that there is no statistically significant relationship between the budget allocated to funeral expense subsidies and the total budget of the Comprehensive Health Insurance in the Loreto region during the period 2020–2024. While some components showed positive correlations in magnitude, these did not reach the required level of significance, therefore neither the general hypothesis nor the specific hypotheses were validated. In particular, no significant relationship was found in the Initial Opening Budget, the Modified Institutional Budget, or budget execution, indicating that the financial behavior of the subsidy exhibits a relatively independent dynamic with respect to the overall SIS budget. The descriptive analysis identified an increasing trend in the total SIS budget, especially in the Initial Opening Budget and execution, with execution levels exceeding 98%. Similarly, the funeral subsidy showed high execution percentages, although with more pronounced year-on-year fluctuations in its allocated amounts.

La persistencia de brechas en la planificación, asignación y ejecución presupuestal del SIS, especialmente en las prestaciones por sepelio en regiones vulnerables como Loreto, condiciona la oportunidad, accesibilidad y equidad de este beneficio social, debilitando su capacidad de respuesta frente a las necesidades económicas y territoriales de las familias más desfavorecidas, es por ello, que la presente investigación tiene el propósito de determinar la relación del presupuesto en prestaciones de servicio de sepelio y el presupuesto total del Sistema Integrado de Salud en la región Loreto durante el periodo 2020 – 2024, considero un enfoque cuantitativo longitudinal y de diseño no experimental, incluyendo como población de estudio a todos los datos presupuestales de prestaciones de servicio de sepelio y del SIS. La presente investigación concluye que no existe una relación estadísticamente significativa entre el presupuesto destinado al subsidio por gasto de sepelio y el presupuesto total del Seguro Integral de Salud en la región Loreto durante el periodo 2020–2024. Si bien en algunos componentes se observaron correlaciones positivas en magnitud, estas no alcanzaron el nivel de significancia requerido, por lo que no se valida la hipótesis general ni las hipótesis específicas planteadas. En particular, no se evidenció relación significativa en el Presupuesto Inicial de Apertura, en el Presupuesto Institucional Modificado ni en la ejecución presupuestal, lo que indica que el comportamiento financiero del subsidio presenta una dinámica relativamente autónoma respecto al presupuesto global del SIS. Desde el análisis descriptivo, se identificó una tendencia creciente en el presupuesto total del SIS, especialmente en el PIM y la ejecución, con niveles de ejecución superiores al 98%. Asimismo, el subsidio por sepelio mostró altos porcentajes de ejecución, aunque con fluctuaciones interanuales más marcadas en sus montos asignados.
