Relación entre la ejecución de ingresos y la ejecución de gastos en el Gobierno Regional de Loreto, periodo 2013-2023

Abstract

During the period 2013–2023, the revenue collection of the Regional Government of Loreto showed sustained growth, moving from moderate amounts in the early years to significantly higher figures toward the end of the period. This behavior reflects an upward trend, although with intermediate fluctuations associated with variations in the sources of financing. The comparison between both variables reveals that public expenditure consistently exceeds revenue in all the years analyzed, which is characteristic of the regional budget structure based on national transfers. The greatest expansion in public spending occurred between 2019 and 2023, a stage in which executed spending reached its highest levels. The Spearman correlation coefficient calculated (ρ = 0.78) indicates a direct and strong relationship between revenue collection and expenditure execution, while the R² value (0.61) shows that 61% of changes in expenditure can be explained by variations in revenue. Overall, these results suggest a moderate but consistent behavior between both variables, supporting the hypothesis that there is a relevant link between public revenues and the level of executed spending in the Regional Government of Loreto during the period 2013–2023.Durante el periodo 2013-2023, la recaudación de ingresos del Gobierno Regional de Loreto mostró un crecimiento sostenido, pasando de montos moderados en los primeros años a cifras significativamente mayores hacia el cierre del periodo. Este comportamiento evidencia una tendencia ascendente, aunque con fluctuaciones intermedias asociadas a variaciones en las fuentes de financiamiento. La comparación entre ambas variables revela que el gasto supera ampliamente al ingreso en todos los años del periodo analizado, lo cual es característico de la estructura presupuestal regional basada en transferencias nacionales. La mayor expansión del gasto público se observa entre 2019 y 2023, etapa en la que el nivel ejecutado alcanzó sus valores más altos. El coeficiente de correlación de Spearman calculado (ρ = 0.78) indica una relación directa y fuerte entre recaudación de ingreso y ejecución del gasto, mientras que su R² (0.61) muestra que el 61% de los cambios en el gasto pueden explicarse por las variaciones en el ingreso. En conjunto, estos resultados sugieren un comportamiento moderado pero consistente entre ambas variables, apoyando la hipótesis de que existe una vinculación relevante entre los ingresos públicos y el nivel de gasto ejecutado por el Gobierno Regional de Loreto en el periodo 2013-2023.
