Relación del Sistema Nacional de Programación Multianual y Gestión de Inversiones Invierte.pe en la inversión pública del Gobierno Regional de Loreto período 2018 – 2025

Abstract

El objetivo de esta investigación fue determinar la relación existente entre el desempeño del Sistema Nacional de Programación Multianual y Gestión de Inversiones (Invierte.pe) y la inversión pública realizada en el Gobierno Regional de Loreto. Se empleó una metodología cuantitativa, de tipo correlacional, analizando 32 registros correspondientes a variables clave del sistema y montos de inversión ejecutados. Entre los principales resultados, se halló una correlación positiva y fuerte (Rho=0.824) entre el desempeño global de Invierte.pe y la ejecución de la inversión pública. Adicionalmente, se evidenció una relación positiva muy marcada entre el porcentaje de proyectos viables y la ejecución anual, así como una correlación negativa significativa entre el índice de atraso en la programación y los montos invertidos, y también una asociación negativa entre la tasa de modificaciones de proyectos y el crecimiento de la inversión. En conclusión, la eficacia en la gestión y planificación de inversiones, especialmente en la aprobación de proyectos y el monitoreo temporal, se confirma como decisiva para optimizar el uso de recursos públicos y contribuir al desarrollo regional. Los resultados respaldan la importancia de fortalecer los procesos institucionales y técnicos dentro del sistema Invierte.pe para maximizar el impacto de la inversión pública.
The objective of this research was to determine the relationship between the performance of the National Multiannual Programming and Investment Management System (Invierte.pe) and public investment executed in the Regional Government of Loreto. A quantitative, correlational methodology was used, analyzing 32 records corresponding to key system variables and executed investment amounts. The main results revealed a strong positive correlation (Rho=0.824) between the overall performance of Invierte.pe and public investment execution. Additionally, a very marked positive correlation between the percentage of viable projects and annual execution was found, as well as a significant negative correlation between the index of programming delays and invested amounts, and also a negative association between the rate of project modifications and investment growth. In conclusion, effectiveness in investment management and planning especially in project approval and timely monitoring is confirmed as decisive for optimizing the use of public resources and contributing to regional development. The findings support the importance of strengthening institutional and technical processes within the Invierte.pe system to maximize the impact of public investment.
