Relación entre el canon petrolero y la inversión en infraestructura educativa en Loreto periodo 2010–2023

Abstract

This research analyzes the relationship between oil canon transfers and public investment in educational infrastructure in the Loreto region of Peru during the period 2010–2023. Using a quantitative approach, non-experimental design, and correlational scope, quarterly official data were examined, including canon transfers, budget execution in education, the number of executed educational projects, and rehabilitated schools. Statistical analysis confirmed a positive and significant correlation between the amount of canon transferred and both investment in educational infrastructure and the number of projects executed. However, the study also identified temporal and territorial imbalances in resource allocation, as well as inefficiencies in project management. These findings are consistent with previous research highlighting the limited effectiveness of public spending when not supported by planning, supervision, and long-term sustainability strategies. The study concludes that although the oil canon has been a key source of funding for educational infrastructure improvements in Loreto, its impact has been uneven and shaped by institutional and administrative limitations. As a result, the research proposes the implementation of multiyear planning mechanisms, the strengthening of local technical capacities, and more equitable territorial criteria to enhance the efficiency and effectiveness of resource utilization.

La presente investigación analiza la relación entre el presupuesto del canon petrolero y la inversión en infraestructura educativa en la región de Loreto durante el periodo 2010–2023. Utilizando un enfoque cuantitativo, diseño no experimental y alcance correlacional, se examinaron series de datos trimestrales oficiales sobre transferencias del canon, ejecución presupuestal en educación, número de proyectos educativos ejecutados y escuelas rehabilitadas. A través de análisis estadísticos, se comprobó una correlación positiva y significativa entre el volumen del canon transferido y la inversión en infraestructura educativa, así como con la cantidad de proyectos ejecutados y centros escolares intervenidos. No obstante, se identificaron desequilibrios temporales y territoriales en la asignación de recursos, así como deficiencias en la gestión de proyectos. Los resultados se discutieron a la luz de investigaciones previas que alertan sobre la limitada eficacia del gasto público cuando no se acompaña de planificación, supervisión y sostenibilidad. La investigación concluye que, si bien el canon ha sido una fuente clave de financiamiento para mejorar la infraestructura educativa en Loreto, su impacto ha sido desigual y condicionado por factores institucionales. Se proponen mecanismos de planificación multianual, fortalecimiento de capacidades técnicas y mayor equidad territorial como vías para optimizar el uso de estos recursos.
