Relación entre la gestión administrativa y gestión presupuestaria en la Municipalidad Provincial de Loreto-Nauta, 2023

Abstract

El objetivo general del presente estudio fue conocer si la gestión administrativa y la gestión presupuestaria de la municipalidad provincial de Loreto- Nauta se relacionan. El estudio fue de tipo aplicado, con enfoque cuantitativo, diseño no experimental y nivel correlacional. La población estuvo conformada por 50 trabajadores municipales del área de gestión y presupuesto, quienes también constituyeron la muestra. Se aplicaron cuestionarios con escala Likert para medir ambas variables. La gestión administrativa se evaluó mediante las dimensiones de planificación, organización, dirección y control. La gestión presupuestaria comprendió las etapas de planificación, aprobación y ejecución del presupuesto. Los resultados revelaron que el 100% de los trabajadores percibe la gestión administrativa en un nivel medio, mientras que el 98% ubica la gestión presupuestaria en ese mismo rango. De acuerdo a la prueba de correlación de Rho de Spearman arrojó un coeficiente de 0.123 por lo que se ha podido determinar que, si existe una relación positiva muy baja entre la variable 1 y la variable 2, con un valor de significancia mayor a 0.05. En consecuencia, se rechazó la hipótesis alternativa y se aceptó la hipótesis nula. Se concluyó que no existe una relación estadísticamente significativa entre la gestión administrativa y la gestión presupuestaria en dicha municipalidad. Finalmente, se evidenció que las dimensiones de planificación, organización, dirección y control operan de forma independiente al presupuesto, sugiriendo la urgencia de diseñar un plan estratégico participativo para elevar la eficacia institucional.
The general objective of this study was to determine whether administrative management and budget management are related in the Provincial Municipality of Loreto–Nauta. The research was applied in nature, with a quantitative approach, a non-experimental design, and a correlational level. The population consisted of 50 municipal employees from the management and budgeting area, who also constituted the study sample. Likert-scale questionnaires were administered to measure both variables. Administrative management was evaluated through the dimensions of planning, organization, direction, and control. Budget management included the stages of budget planning, approval, and execution. The results revealed that 100% of the employees perceived administrative management at a medium level, while 98% rated budget management at the same level. According to Spearman’s Rho correlation test, a coefficient of 0.123 was obtained, indicating a very weak positive relationship between Variable 1 and Variable 2, with a significance value greater than 0.05. Consequently, the alternative hypothesis was rejected and the null hypothesis was accepted. It was concluded that there is no statistically significant relationship between administrative management and budget management in the municipality. Finally, it was found that the dimensions of planning, organization, direction, and control operate independently of budget management, highlighting the need to design a participatory strategic plan to improve institutional effectiveness.
