Estado actual de las concesiones forestales abreviadas otorgadas en la provincia de Maynas y su relación con las industrias madereras, Loreto, Peru. 2024

Abstract

This study was developed in the province of Maynas, with the purpose of knowing the current status of the shortened concessions granted in the province of Maynas and their relationship with the timber industry. According to the results, shortened forestry concessions are a term known and understood by the majority of respondents, there is a negative perception about the management of shortened forestry concessions, there is discontent and lack of confidence in current forestry concessions as a driving forcé for the development of the timber sector in the region. The financial resources they manage are not sufficient to comply with the management plans. There is a perception of confidence that the authorities are carrying out a persistent monitoring of the shortened forestry concessions, with operational difficulties that the active forestry concessions are not producing enough to satisfy locla and industrial demand. The Forestry and Wildlife Law 29763 has significant limitations in terms of incentives to increase productivity and sustainability, as well as its appicability and clarity in the local context. Timber industries and short-term forest concessions are seen to be weak in terms of positive impact. Although the concessions are aligned with the legislation in terms of compliance with legal standards, they do not appear to have had significant effects on strengthening the industry or its socioeconomic and environmental development.

El presente estudio, se ha desarrollado en la Provincia de Maynas, con el propósito de conocer el estado actual de las concesiones abreviadas otorgadas en la provincia de Maynas y su relación con las industrias madereras. De acuerdo con los resultados se tiene que las concesiones forestales abreviadas son un término conocido y comprendido por la mayoría de los encuestados, se tiene una percepción negativa sobre la gestión de las concesiones forestales abreviadas, existe un descontento y falta de confianza en las concesiones forestales actuales como motor del desarrollo del sector maderero en la región. Los recursos financieros que manejan no son suficientes para cumplir con los planes de manejo. Se tiene la percepción de confianza que las autoridades están realizando un monitoreo persistente de las concesiones forestales abreviadas, con dificultades operativas que enfrentan las concesiones, es decir que las concesiones forestales en actividad no están produciendo lo suficiente para satisfacer la demanda local e industrial. La Ley Forestal y de Fauna Silvestre 29763, tiene limitaciones significativas en términos de incentivos para aumentar la productividad y la sostenibilidad, así como en su aplicabilidad y claridad en el contexto local. Las industrias madereras y concesiones forestales abreviadas se observa debilidad en términos de impacto positivo. Aunque las concesiones están alineadas con la legislación en cuanto al cumplimiento de los estándares legales, no parecen haber tenido efectos significativos en el fortalecimiento de la industria ni en su desarrollo socioeconómico y ambiental.
