Recaudación de ingresos propios de la Municipalidad Distrital de Belén período 2020-2024

Abstract

The research titled “Collection of Own-Source Revenues of the Belén District Municipality, 2020–2024” was conducted using a basic research methodology, with a quantitative approach, descriptive level, non-experimental design, and cross-sectional scope, employing documentary review as the technique and a data recording form to systematize secondary information. The population consisted of 75 documentary records (budget execution reports, financial and budget statements, the MEF Economic Transparency Portal, and the municipal transparency portal) corresponding to the 2020–2024 period; the sample was equal to the population; therefore the 75 records were analyzed, applying a census sampling method. As a general result, an upward trend in own-source revenues was evidenced, increasing from S/ 2,692,975 (2020) to S/ 6,063,497 (2024), equivalent to a cumulative increase of S/ 3,370,522 (approx. +125%), with sustained annual growth and the largest jump occurring in 2023. In general conclusion, it was determined that there is indeed an upward collection of own-source revenues in the MDB during 2020–2024; therefore, H0 is rejected and H1 is accepted, confirming a progressive improvement in its revenue collection performance, although with challenges related to sustainability and strengthening financial autonomy.

La investigación titulada “Recaudación de ingresos propios de la Municipalidad Distrital de Belén, período 2020–2024” se desarrolló con una metodología de tipo básico, enfoque cuantitativo, nivel descriptivo, diseño no experimental y corte transversal, utilizando la revisión documental como técnica y una ficha de registro de datos para sistematizar información secundaria. La población estuvo conformada por 75 registros documentarios (reportes de ejecución presupuestal, estados financieros y presupuestarios, Portal de Transparencia Económica del MEF y portal de transparencia municipal) correspondientes al período 2020–2024; la muestra fue igual a la población, por lo que se trabajó con los 75 registros, aplicando un muestreo censal. Como resultado general, se evidenció una tendencia ascendente de los ingresos propios, al incrementarse de S/ 2,692,975 (2020) a S/ 6,063,497 (2024), equivalente a un aumento acumulado de S/ 3,370,522 (aprox. +125%), con crecimiento anual sostenido y mayor salto en 2023. En conclusión, general, se determinó que sí existe recaudación ascendente de ingresos propios en la MDB durante 2020–2024, por lo que se rechaza Ho y se acepta Hi, confirmando una mejora progresiva en su desempeño recaudatorio, aunque con desafíos de sostenibilidad y fortalecimiento de la autonomía financiera.
